Sims Mobile Family Frame Promotion gives Error 8 when submitting phone number

Steps: How can we find the bug ourselves? Launch a copy of the game that does not have the family portrait frame from the sims mobile promotion. Click the grayed out circle for the family frame, enter your mobile phone number into the window that opens and hit submit.
What happens when the bug occurs? The promotion window shows a loading wheel for a little bit and then gives a pop up saying "Something Went Wrong! Please try again! Error code: 8" (once it gave error code 4). I receive the text message to download the mobile app, but relaunching the game does not give me the frame.
What do you expect to see? Not to get an error after submitting my phone number, having the frame appear as activated when I relaunch the Sims 4.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Well, not a change I made, but the promotion wasn't available again until today.

I noticed the family portrait frame for downloading the Sims Mobile was back on my main menu, and since I missed out on it last time, I tried to get it, but I keep getting error code 8 or 4. I've tried restarting my game, launching origin in administrator mode, and contacting EA support to have them do it, but it's always error code 8 or 4. I was advised to submit a bug report.
