Sims not showing up in household and unable to get married

Hi! My sim just added Care Ren to the household as a roommate and they are both full on their social and romance bars. Care Ren isn't showing up in my household and I don't have the option to propose or get married. I have restarted the game, I don't have any mods/cc, and I currently have almost all the packs with the exception of dust bunny and elderly pack.
