Sims with Comm/Physics Degree don't receive bonus joining Civil Designer

Steps: How can we find the bug ourselves? 1. Have a Sim graduate university with a degree in Communications or Physics. 2. Join the Civil Designer career - note that the career is highlighted to indicate that the Sim's degree will give them a signing bonus and a level bonus
What happens when the bug occurs? The Sim will not receive a signing bonus or a level bonus and instead will enter the career at Level 1.
What do you expect to see? The Sim joining at Level 7 of the Civil Designer career and receiving a signing bonus.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I can see in the XML files that sims are supposed to receive a bonus and a level when joining this career.
