Sims Won't Change Clothes During Hot Weather

Steps: How can we find the bug ourselves? Wait for a hot day, or force it (if this is a feature) and see if Sim changes into Summer clothes.
What happens when the bug occurs? I have to manually change their clothes
What do you expect to see? I expect them to change into the right clothes for the season
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

This is slightly related to another issue, but that one happens when the Sims are on vacation. This happens consistently while the Sims are at home. When they take a shower, shouldn't these Sims change into the clothing appropriate for the weather? I have to manually change their clothes. Haven't gotten to Winter yet, so I don't know what will happen during that season.
There are 8 Sims in this house, including a toddler; none of them change, but will display the 'hot' moodlet until I manually change their clothing. I did have a few thermostat mods, but took them out temporarily to see what would happen. Tried running for a while, Sims showering with and without the EA thermostat. Still don't automatically change clothes according to weather. There is some kind of update sitting in the Origin panel, but I don't know if it's for the game or for Origin.
