Recently noticed (in a game I'd set up with Sims having long lifespans) that all the Sims in the played household are lagging on taking up actions/interactions. Nobody's stuck in the game-world (unless it's a pesky NPC), they just take anywhere between 15 to 30 game minutes to even register an interaction has been set. Becoming really disappointed with the franchise, can't see myself buying into a fifth iteration of the game.

- Press Windows-Key + R
- Type: DxDiag
- Click on Save all Information.
- Attach the Text File to your post
I kinda isolated the problem - seems I have set up conflicting commands and need to cancel one in order to get the other to register...

there's an error listed in your DxDiag with your graphics card. Not entirely sure what it is but can you try a clean installation of your drivers as per instructions here: https://crinrict.com/blog/2019/02/clean-re-install-of-graphics-drivers-with-display-driver-uninstaller-ddu.html and then re-run your DxDiag ?
yeah, I have on-board graphics on my motherboard & another graphics card plugged into it - I understand the conflict, but I can't find a driver that resolves the issue...
There isn't really a conflict. The AMD graphics driver is suitable for both your RX 6700 XT and your Radeon CPU graphics.
However, since your monitor is connected to the RX 6700 XT, the CPU graphics are not used at all.
So the error in your DxDiag, "There is a problem with AMD Radeon(TM) Graphics device. For more information, search for 'graphics device driver error code 43" is most probably related to your RX 6700 XT.
The problem might be a corrupt driver, a serious problem in Windows or a hardware defect.
So please use the link crinrict provided you with in her last post and clean reinstall the AMD graphics driver with DDU.
