@sammycorn1234 I don't think so, at least not directly. Amazon sells Sims 4 product keys to be redeemed in Origin, and I'm not sure Steam allows you to register keys from another source (whether digital or a physical copy), at least not for Sims 4.
However, since your Steam and Origin accounts are linked, you may still be able to download a pack you register within Origin into your Steam install. That's how it works normally. The catch is, I haven't heard from people who've done this without already owning the game in Origin.
If you want to see whether it would work, try buying a pack through Origin. You don't actually need to pay; just see whether Origin will let you buy the pack without owning the base game in Origin. If you can, then you should also be able to add a product key from a third party.
Or you could just skip this mess and look for Steam sales. Those make Sims 4 packs cheaper than they normally are on Amazon anyway.
