skills increasing slowly, especially when reading

I've noticed that when I try to increase my sim's gardening/flower arranging skills, it's very slow and slight, and reading skill books doesn't help at all. Anyone else with this problem? I've tried removing mods related to reading and my mods folder as a whole, but i have no idea what's causing this.
