Stove and Sink do not work if there are shelves or kitchen cabinets above

The stove and/or sinks do not work since last update. Sim can’t use either when there are cabinets or shelves above the sink or stove. It’s not mods. I checked without mods on a brand new save. The game is also very laggy since update it’s nearly unplayable. I’m on a gaming laptop with 16gb ram and 1T of space. There is a lag when clicking on fridges and computers. And sims keep jumping from spot to spot in the screen.
