Tartosa City Hall

Anybody else find that when they try and get sims married at Tartosa City Hall, it doesn't always work, and sometimes completely breaks?
I was playing the other day and whenever I tried to have the happy couple walk into City Hall together, either one of them would stand around outside (cold feet?), or they would both go in but no marriage would take place - when they came out, there would be no kiss and confetti or anything.
