It's the platform on the inside. The inside screenshot shows it at ground level. You need to place a platform on top of the foundation on the outside and raise it to meet the door. It looks like 2 clicks up so you will need to add another 1 click platform next to it or place a staircase so the sim can walk up it.

I did not have a chance to try that out, but I built the whole first floor again tho. That worked out for me, and it was a drag.
