I recently played a save file in my game and I found a landlord was spawning in Willow Creek. I try to delete the sims but it still spawn a new one. I also removed all of my mods and the problems are still exist.
I think the landlord should only spawns in the apartment in San Myshuno. Is it a bug or a rare event? Because I never see a landlord in the residential lots.
Yes, I know. But this sims is the landlord of my household and generally the sims who live in the residental lots shouldn't have a landlord. So why there is a landlord?
Hmm... I took a closer look to the pictures and I see that your sim live in a residential lot, not residential rental lot. And the relationship icon isn't the property owner icon, but the City Living landlord icon.

The only thing I can suggest here is repairing the game. In EA App, open The Sims 4 game page, click on Manage, and there's an option to repair. On Steam, open the game page, click on Manage cog wheel, choose Properties... (the bottom option), then in the menu open Installed Files and in there is Verify integrity of game files. No idea on what to do on Epic though...
