@AmakawaLazy I understand that you'd need to play through Steam, but you should be able to download your EA App-owned packs into the Steam install. That should also include the Epic-owned packs after you launch Sims 4 once through Epic.
I realize this is somewhat convoluted, and a refund may be the best option here. But in case you can't get one, you should be able to make the setup work with some patience.
Today, I launched "The Sims 4" through Steam, but found that the DLC I purchased on EA cannot be played. Then I deleted both EA and Steam versions and only downloaded the Steam version again. I found that it was playable. Later, I purchased a DLC "MOSCHINO" from Epic and downloaded it. It was found that only the Steam version of the exe is left on the computer, and DLCs purchased from three platforms can be played simultaneously.
I am not sure if the EA version of the main game can work, as the EA app still encounters a "download error" issue when downloading Steam's DLC.
But you can play through the Steam version now, and you can also purchase DLC through Epic's discounts. This is really "planting flowers with a heart but not blooming, planting willows without a heart to create shade.".

@AmakawaLazy I don't know what to tell you. This is definitely by design, even if the design seems poor, and is unlikely to change. We're not supposed to be able to download Steam-owned packs into an EA App-installed base game; it only works the other way around. The Epic tie-in has been unreliable since the beginning. I personally use only the EA App, much as I dislike it, because one problematic app to deal with is better than two and much better than three.
- 2 years ago@puzzlezaddict Indeed, focusing on one platform is an optimal choice. But when buying something, I need to check if there are discounts on different platforms and take advantage of the discounts to buy the desired games. As long as this set of multi platform DLCs can support the logic of playing "The Sims 5" or other "The Sims like" games, it's enough. I don't expect too much.
