There are no community lots in my recently downloaded game
I just downloaded sims 4. I was expecting there to be a community, (gyms, restaurants, ect.), but instead its all empty lots. I have had sims 2 and 3 and both of them had general communities without having to buy expansion packs. Is that the way the game is supposed to come or is it an error?
