Hello, I am from germany. I have the same problem. It all started with the life and death update. I thought my save was broken. I tried everything to fix this problem. It has to be a bug. Then I tried something, but this is only a temporary solution and could be a tip for EA. I have a lot of NPC households. Because I use MCCC, they are not culled. But even without MCCC you could have a lot of housholds. So I tested deleting some of these npc households and suddenly it worked better, but not 100%. The more I deleted, the better it worked. At some point the problem seemed to be completely gone. After a while, when households started to accumulate again, the bug was back.
Tip: You don't have to delete the npc households, but save them temporarily in the gallery.
