Toddler CAS Missing

All my CAS for toddlers is gone and only base game content is there. I'm not having this issue with my adult sims, as I can see all hair/clothes from the packs I own, but I can only see base game content for my toddler. I've tried restarting my game and repairing it using the EA app, but I still face this issue.

    OK for some reason I found out that the issue is only with one toddler in particular. If I add another toddler to my family, I can see all the content from my packs. I'm not sure why the issue is with one particular sim, but I'm just going to delete the toddler with the issue and recreate him I guess T-T

    @spacepants404 Please move your mods folder to the desktop, delete Documents > Electronic Arts > The Sims 4 > localthumbcache, repair your game and then try again on a backup of your save to see of you can duplicate the issue on a game with no mods.

    @crinrict I've already moved my mods folder to my desktop and then repaired my game, but there is no localthumbcache in my Sims 4 folder. Issue's still there.

    Game packs: werewolves, realm of magic
    Expansion packs: cottage living, discover university, island living, seasons, cats & dogs, city living
    Stuff packs: paranormal, my first pet, backyard, romantic garden
    Kits: urban homage, desert luxe

    @crinrict I posted this issue under another thread (where someone else had the same issue), and another person helped me realize that I basically mixed up infants and toddlers...which is so embarrassing but that's what happened T-T
