Travelling with anything other then direct phone kicks out of world

The only way I can travel is by using my phone. Any other way it pretends it is going to load and then kicks me out to the manage worlds view, at which point if I try to load that family again it gets stuck on a loading screen that never ends. I can only alt-ctrl-delete to get out, and the only way to continue playing is to force close without saving or play another family until the original is all home again.

This happens with:

-Clicking on a neighboring lot

-Clicking on festival flyer popups

-Planning social events anywhere other than the current lot (whether by phone or calendar).

I have all DLC. It's been happening for a while now, but I just used the phone as a workaround. However now it is unplayable as I am trying to do a Mountain Climbing excursion and there is no workaround, so this content is just completely unavailable. I also don't know about going to work or school with a sim as I haven't played teens or an active job since this started.

I have repaired my game, cleared the cache, restarted my computer, and repaired the game again. I have no mods.
