Unable to hold funerals and memorial portraits not working

Yes, I have Life & Death. I've held lots of funerals previously and have lots of memorial portraits. Those portraits and gravestones still exist in my game. Now I'm getting calls that family/friends have died, and notifications about previously played household members dying, but I can't have a funeral or put them in a portrait. The newly deceased don't even come up as an option. I've created a new save, uninstalled all mods, repaired the game and restarted my computer, and the issue still exists.

Is there a cap on how many gravestones/urns/portraits you can have? I have quite a few as I'm on my 8th generation the everyone has had lots of kids. Could that be the issue?

I did just buy Get Together, Island Living and Wedding Stories a few days ago, and I'm not sure if I've held a funeral or updated a portrait since then. Not sure that would create an issue, but thought I'd throw that in there.
