Unending loading screen

Unending load issue, the game will get stuck in an unending load unless I start my save by loading it as opposed to resuming. Sometimes when I am loading the lot, traveling, or editing my sim it will enter an unending load. 

I have created a new folder, repaired the game files, deleted my cache, uninstalled and reinstalled, updated my graphics card driver, and started a new save. Regardless, it still has this recurring issue. I have played on this pc build for several years so I know it is more than strong enough to run some
