No matter if it is free or not. If the creator don't like you publishing it they can demand that you remove it.
As this is a user to user forum don't expect any official answers from EA here.

  I hope I can get help with this, or some good advice that will help us to deal with the DMCA complaints and the take downs. We want to continue to doing what we are doing to help all the Simmers in the Simming Community.

  As a creator of custom content I have never asked anyone to not use what we make. Once it is out there and being used it is public domain. I would be very interested to know how EA feels about people asking for payment and especially tier payment for what is not theirs. Do get back to us with this.
