Why can't my toddlers interact with the Build Ems Blocks Play Table?

This is a build mode item added in the Parenthood game pack and in its description it says it supports toddlers. When I play as a toddler I cannot interact with the object at all and it does not highlight when I scroll over it, but if I play as a child or older I am given the 'build' interaction. (In the toddler screenshot my mouse was hovering over the play table with no response)
