Now.. on the cut off. I am pretty sure it is NOT a bug.
More an intended oversight.
I do this all the time myself. I get an empty lot and just plunk a ' homeless ' sim down. I usually generate no bills but taxes while homeless, and they never do anything.
My sim usually is in a trash can living.. or a shelter or park bench. Nothing happens.
I ve never had a repo on trash items either... 😉
