Why don't sims tend to infants anymore while your active sim is away?

There was a time when if your active sim left a lot to go and do something when they returned the infants would be fed,  cleaned and cared for but recently I started noticing everytime I left an infant back home when I returned they would be almost totally red in all their moods.  Unacceptable.  The baby will be laying on the floor wailing his head off,  diaper full and stinky,  hungry as can be.
