Businesses & Hobbies on For Rent Plots

So just a few minutes ago, I decided to test and attempt to make a mall using an Rental Residence Plot. Unfortunately it didn't work as it said "You cannot open this business on this venue." Is this a possibility of a future mall DLC/Addon? It would be amazing if we were able to rent out spaces for business owner sims so we can use less plots for more things and possibly open up full plazas full of fun things to do. Next, I'll be testing whether we can have multiple sims have their own separate businesses on a single plot (All the Business Owners would have to live in the same plot however if it works, this is my succession at making a mall-like plot.)
