I thought so too but its showing the sims with like 1-2 skill points I wonder if my restaurant has to be better for it to show better skilled sims
You could try play it as an owned restaurant for a few days. Might also be that those sims you want to hire need to be unemployed and their neighbourhood stories settings allow for them to be employed/change jobs.
