You need to use these cheats on these sims:
careers.add_career career_Adult_NPC_StallVendor_Wedding_FlowerRemember, playing with the sim again will remove their role.
Template:
The game prefers to pull unimportant unemployed sims (never have been played, no sim has met them etc).
There is no special template for them.
