Give toddlers and babies fun!
Firstly they need to stop making babies an object!! I watched a great video on how they could make babies have two life stages (newborn) and then the slightly older baby stage before becoming a toddle...

There is not really anything for a toddler to do outside unless you put the blocks, or dollhouse or books out there with them. For example, I have a niece that is a toddler and she is allowed in the hot tub as long as there is an adult with her. She also swims in the pool with adult supervision! If they don't want to go that far, then should give us kiddie pools for them to splash around in, or bring back the lawn sprinklers so they can play in that!
Sand boxes would be nice too! Not to mention kiddie swings and other playground equipment! B)
Amen, I loved the sandboxes in TS3 it was really cute I'm hoping at least in a seasons themed expansion they would introduce it to TS4 along with the snowman building again and snow angels.
