How do I get Tomatoes?

I'm not sure as I've just started exploring the gardening skill myself, but the packets at the beginning are "Starter Packets" meaning they are available to start with, but they don't contain all available seeds. In my limited experience there appears to be four seeds to every packet though they won't always be different. Perhaps tomatoes require a higher level gardening skill to get? My garden is only level 3 so I don't know what level you start getting new seed available from the store, if at all.

Have you tried to order seeds from the computer? I saw an option to order seeds online, but my focus was books so I didnt see the seed available.

Yes on the ordering from the computer question. I was getting the exact same plants as ordering directly from the garden box unfortunately.

I've noticed that as my guy's skill has gotten higher, he's gotten more seed options. We haven't gotten to tomato yet, but I'm sure it will show up eventually.

I have maxed gardening and don't really have much options for seeds. I might need to explore areas and find other things to plant.

You can't get tomatoes from Seed bags, you'll have to find it out in the world. I've got 24/31 now, if I recall correctly.
Travel to the left-most neighborhood in Oasis Springs, the one with the Slipshod Mesquite, Pebble Borrow lots. There's a public garden area on the outskirts of the area, just explore the edges of the zone, and you'll find a tomato plant (as well as onion, sage and a few other plants)

Carls Sims has a nice list of where they found plants in the gardening section of their sims 4 website.

Yes, just down the road north of the Oasis Spring starter house "Agave Abode" is a group of planters, including one tomato plant.

Good luck finding it harvestable, though. It's not been for me... yet.

Once you get to level 7 Gardening, you can just take a cutting and graft it onto one of your plants at home, no need to wait for the wild plants to be harvestable.
