How does the "manage households" screen work?

Go to the main world screen, then up at the top right hand side of the screen, the second button which has a symbol of two people, is the Manage households button.

Yes. Just change tabs at the top. All households are there.

You can also edit households with the pencil icon, move households in and out of homes with the truck icon, or evict Sims from homes you want to play which will place them into the "not in world" bin.

I don't think you can just create a sim to add a new family to townies with some button.. someone tell me if I'm wrong. What I normally do is because there are always townies that are generated for the game that I don't want... so I just go into their household and make a townie I want then delete the rest... or I clean them up or make them over in a way that suits me. You can of course also download sims from the gallery into a family there if you chose.
I also use managed worlds to easily move sims in and out into other households. Sometimes I might want a sim to even live with another family for awhile.. and as long as a placeholder is kept at their home or another family member I do that.
There are so many uses for managed worlds.

Yes I know that... but I don't think you can just create homeless townies in managed worlds is what I was asking/meaning. You have to house them. The only work around is what I explained by hijacking an already made townie household. It's of course easy to put them on an empty lot and evict them also if you want them to be homeless.

You can make them homeless if you have MCC.

Good information so far. How exactly do I create a townie from scratch using CAS? Is the only way to do it create a sim, move them into a house, then evict? Is there an easier way?

@Lustianicia thank you for this information. I had no idea I could add members to a household via household management. I've always gone into the household, taken the family into cas.fulleditmode and created the child necessary. This makes them biologically their child, since I use that option in CAS. Does it work the same in Manage Households?

@SheenOmalley I think what you need to do is "Split up household" . From the map view, click on your existing family, and there should be some button that shows up that will allow you to split your household. This will show a rather intuitive screen which allows you to specify which sims go where.
