in my experience it's because they experience a powerful emotional change to one where the option "Jogging" is unavailable; for example if I start my Sims jogging it happens quite regularly that they stop half way because they become Energized, so the regular "Go Jogging" option is not possible for them, it has been replaced with "Go For An Energized Jog". If i go back in and pick that, they then do a full jog.
