I would like to qualify this with Sims 3 style cars in particular, though I do not really care either way. In 1 and 2, the carpool system was a nice little feature. It was teleporting that looked realistic and the car upgrades with your promotions showed how well you were doing. Plus it was nice to have the fixer upper item for a mechanical skill.
4 was never really designed to handle much more than Sims 2 style cars. There is no open world for them to drive in, nor typically large distances they would cross that would be appropriate (no sports cars tearing through a University Campus). Not to mention many of the previous dev builds will have no place for cars.
Now, I admit I am surprised we got boats at all and we do have a transportation section now. However, I am still skeptical of if that means we would get cars. If we do, I suspect they will become inventory centric items like the rest or will just be carpool. All in all, for the limited ways we could use them, I do not think it is worth it to be able to own cars in 4.
