@Simmerville are you sure your simvasion mods (https://simvasion.wordpress.com/portfolio/nap-autonomy-fixes/) are up to date? He fixed the autonomy intruding into free will off saves problem in an update.
I enjoy the NAPs just fine, but the voting could pose more of a challenge. My newest household of castaways had no contact to other sims early on, so little opportunity to earn votes and thus the first week in Sharing is Caring was voted into effect. That made socialisation tricky, because visitors would attempt to pick clean the lot. So far, so nice (not meant sarcastic), but the second week my household managed to make Self reliance win and from there on their influence points skyrocketed. Once you have the first NAP in that aligns with your household's everyday activities their ability to control their district snowballs.
