Okay... I have to chuckle. Where I live, and in many of the surrounding towns/cities/villages (they use various terms though they're all roughly the same size) all have town wide curfews. They're just not usually enforced unless it's really late (like 2 or 3 in the morning) and only apply to kids out on the street/in public. So if someone is partying at a friend's house, they're not breaking curfew until they head home. Now if they're at a restaurant, that's a different story, but as long as the kids aren't rowdy most establishments and cops won't care.
I never played sims 3, so I don't know about that. I am pretty happy with the curfew mechanics in Parenthood, though. Just wish there were a few more time options and the option to have a different curfew on weekends.
I'm sort of shocked to hear people saying it's not a thing where they live - we have it in most of the cities and towns in the metro area where I live. Kids who are not in a car, not with an adult or not indoors can and do get arrested, and it's been that way since I was a teen (which was long before The Sims.) Not that I agree with it, especially since it tends to be more enforced against people of colour, but I'm just one voter.
In any case, I hated it in S3 - my teen would be out jogging or coming home from a part-time job or studying with a friend, and bam! she'd get hauled back to the house and get a lecture from the parents. I'm glad it's optional in S4 - I never use it.
