Build being flagged as CC when I've used none

I do use mods, but I do not use custom content in my builds or on my sims. 

I made a build recently and went to upload it. It was flagged as modded. This happened once before with a family and was solved by turning off mods so I tried that. when I reloaded and went to upload it it was no longer marked as modded but still had the custom content flag.

I've been racking my brain as to why this happened but I just had a thought:

I used the life and death family portrait, and when the house was uploaded I'd moved Bella Goth in to test it, so the frame now contained a picture of her. Could this be the culprit?

I'll happily test tomorrow but it's 1am so I decided to post this to see if anyone else has had the same problem and if anyone else agrees this might be the issue

    Buy I wouldn't have thought initially that it counts as custom - it's a vanilla item I simply placed down

    if a vanilla item is causing this problem they either need to solve it or they need to put a warning in the item description.

    but we can't be sure it's that yet - I'll test it

    @AilsaPlays You've made it custom to the Sims in your game, so now it's "custom." It's just a thing that Sims does with paintings and portraits. Not all "CC" it sees is from outside Maxis. Some is "custom" because of game mechanics.
