It is strange that you are having this problem without mods. Are you having trouble with other worlds or is it only the Copperdale world from High School Years? The first thing I suggest is running a repair. In Origin, right-click on the game in your game library and then select repair from the menu. In the EA app, click The Sims 4 game on the left side, click on the Manage button and click Repair. Let us know if you continue to see the problem.

@Storybrooke56 Okay. It's possible that game save was corrupted somehow. Have you tried starting a new save to see if you are still seeing this issue? If you have tried a new save, perhaps you could try a game reset by following the steps in the below link.
