How do I get rid of this mini foundation thing?

So If I put down a room or a flat square, instead of being flush with the ground, it looks like it has a foundation, but not a full step, like a mini/half step.  So I put a flat square on the ground,...

You can use the Bulldoze tool to flatten the ground and if you select any room you can use the up/down arrow in the middle to adjust the height of the foundation by simply dragging.

Nope!  That is not the issue.  This is not a regular foundation.  This is a glitch in the lot I believe.
