Mods won't load after update

I have a lot of mods. I took them all out of the mods folder and stored them in a different folder name. I don't think this has anything to do with saves on onedrive. If i run the app with no mods in the mods folder, it boots up fine. If i put just 1 newly downloaded mod or one mod from my saved mods, I get the error. I don't think this has anything to do with mod quality either. The app just won't run if there is anything in the mods folder, but it runs fine if there is nothing in the mods folder. I'm about ready to uninstall and reinstall the whole game, but i have 42 expansion packs, game packs, stuff packs, and kits, so a reinstall with take while a while, and a repair didn't work.
cattwood3 Make sure you permit access to the user folder in your firewall (eg Microsoft Defender) or antivirus. And try deleting Resource.cfg too - it might be corrupted.
