Musician Career needs star fame for promotion w/o GF pack

I had this bug just appear today, I have several DLC but not Get Famous, however my sim's career is saying she needs "reach 2 star fame" to be promoted, and she's gone to work for several days with the promotion check mark filled in but it still hasn't promoted her.
