I gave this a short test and while it took a moment for them to stop chatting, NPCs did start painting for me.
Did you delete the localthumbcache file after removing your mods/cc ?

That certainly helped. One of my club members is now painting. But the rest still just stand there. They don't even talk to each other. They just stand...
- @natalieperkins Do you have any other club rules or things they can't do ?
Could you try if you it works if you put all the easels outside for testing purposes ?
