I had that too when mods are enabled but not when disabled so it had to be a mod, I'm pretty confident it was MCCC, after I updated that mod response times and basically everything came back to normal, except for one thing: Sims now take showers all the time! Like they are just out of the shower and they want to go again. Anyway, try updating MCCC, it worked for me.
Watch your Sims when they go to shower. I think you may be having the same issue I am where they go to bathe (or sleep) and enter the tub/shower/bed and then spawn beside it without completing the task.
