I'll have a proper testing hopefully on Thursday. From my gameplay yesterday, I'm starting to think it's not the same issue. I have been randomly feeding on sims (compel), and although all have been in private, am getting notifcations that I've been feeding on sims without permission (which is true) but by sims who were never even in the area O.o So I'm starting to think it's something else. Will test thursday again with no mods active - Will backup save file just in case - and try both the brazen feeding and feeding with permission in front of other sims.
Hopefully can gather enough data to confirm any suspicions (including running same simulations with mods after). Once I gather my data, will make report later in the week. (either same day - thursday - or friday at the latest).

This is a vanilla bug since release and was never fixed. The team fixed another issue with this it was the issue that vampires with permission get scolded.(https://answers.ea.com/t5/Bug-Reports/FIXED-V-Vampire-drank-with-permission-yet-getting-scolded/td-p/7177743)
The core bug, that you get scolded if you drink from a victim without permission and not another sim is still there and happen often if you drink from sims if you on other lots (empty Houses, community, generally lot). Yes, there was never a report for and really, I don’t think is worth to report. My vampires drink most the time with permission and this is fixed in vanilla. I use the other method to reduce my reputation, so I like this bug.
If you use mods and don’t like the vanilla system you can use the mod “Vampires – Can Kill” from Zero. Zero fixed this bug in his mod. Sadly, I don’t found a standalone mod for this bug.

In your OP you say you get it with permissions which would be the old bug that's supposed to be fixed (there's been multiple attempts to fix this though) and in your second post you said it you get it when there's no witnesses without permissions.
To my knowledge, there's no open thread for either. So I think I can safely conclude this issue is not as the title prescribes. I believe @daikoyu is correct. After a week on a plasma pack diet ( sounds disgusting :P ) I seemed to be clear of notifications. I then proceeded to go around to friends for permission to drink - no notices - but when I compelled sims in private at a bar, I get the notifications ( not always, but most of the time ). I think I'll mark this as solved, because I doubt that'll ever get fixed. It's so minor an issue that I'm not that worried about it (if others aren't).
