I am unable to Rotate objects in build/buy mode (LB, RB) nor am I able to resize things either. I hate to Say it But I told you so, It honestly seems like when something gets fixed something else gets broken an example the Crackling audio & CTD from the June 2020 update and now this. Sims 4 feels like one step forward and two steps back.
This has been happening since the update before yesterday and the team are aware of the problem I tweeted sim guru nick about it and he said the team would investigate it.

I hope they take the time to test the next patch as this is getting out of hand with all the constant bugs making the game unplayable. What would be nice is custom control mapping instead of preset controls just saying.
I'm having the same issue, but out of curiosity, I faced the opposite way of where I wanted to place a sofa. When I did that, the sofa faced said opposite way; I think the only way to rotate furniture right now is if you pan the camera across from where you want to put said furniture. You can kind of see what I mean in the photos.
