[ECO] Neighborhood is both eco-friendly and industrial

I made a mistake of my neighborhood becoming industrial, then I worked hard and I made both lots eco friendly (to the point the bar doesn’t go down towards industrial). Unfortunately the lot has both the eco friendly fireflies and the industrial clouds, as I want the industrial cloud effect gone. I have turned off and on the eco effects in pack settings, may try to do the neighborhood action plan.

Does anyone know why this is happening and/or how to fix it?
