Sims 4 cats and dogs installed but not owned

I own a disc version of the sims 4 bundled with the cats and dogs expansion. When I go into the game, it tells me I don't own cats and dogs, but under manage games and apps it's installed. In game,...

Hey there, can you try unplugging your console for a few minutes first to see if that helps resync the data? Are you getting the  "game data incomplete" message?

    I've tried that with no luck. I've also un-installed and reinstalled the game. I'm not getting that message - the content isn't showing up under my owned packs when I log into Sims even though my Xbox shows that I own it.
