Can't play my saved game but can play other households

I only have that save named as 00000003.save in version 0 to 4 

Yes that loads just fine and I tested it for a couple of minutes moving my sims around the lot, I do have to mention that I also notice my screen is glitching a little bit. I have my graphics to high except Edge Smoothing which is set to medium but I don't think it has to do anything with this issue though, right? I also have to mention I do use a bunch of cc and mods but have tested them & updated them over the past month, deleting all duplicates and other ones that said were conflicting with each other. I already tested loading that save without any mods & it didn't work either. 

Do you think I could save the sims from that save on the gallery or something and re-place them on a lot? & the glitch is mainly on the bottom but sometimes it happens a little bit on top

Okay so, glitching stopped by clicking on the vertical sync box after reading the post you linked me to, so that’s great! Thank you.

 I also evicted the family I’ve been having trouble playing and loaded them to CAS that way, upon entering CAS I noticed I couldn’t save them to my Gallery because they are missing Traits (I had Kawaii Stacie’s trait mod but deleted it because it said they were working on fixing some issue), I’m gonna attach a photo of how it shows in CAS, becaus me maybe that’s the issue here?

I think that is what it was, I managed to Edit their traits after evicting them & after placing them back in the lot, it works just fine! Thanks for all the help!
