Thanks, very helpful 🙂 Your screenshot shows you have old game files, not a new clean folder. Please follow the instructions to try a new clean folder and whether you still have the issue.

I've tired making a new clean folder but it still doesn't work. it still keeps relaucing the ea app

    New screenshot please showing the contents of the Sims 4 folder. I know you probably think this is completely irrelevant but I assure you it's not :) It shows me the dates of the files and what files are there.
