Yes you can move the Sims 4 app and Sims 4 Packs folder from your Applications folder to an external and then in Origin go to Origin > Preferences > Installs & Saves and change the game library location to the external. If you are running Catalina you must allow all the permission windows that pop up so Origin has access to the external drive.
Your Mac has flash storage which is faster than a slower mechanical hard drive like the one you linked. You'd be better off getting a 128GB USB-C thumb drive to use as an external.
