Have you tried refreshing your whole /Sims4 folder? Move it to the desktop, then start your game. That generates a NEW folder entirely. Its your option whether to redo your settings from scratch, or to copy files back over from the previous Sims4 folder into the new one to keep your settings.
@rosemow can tell you for sure which files NEED copied over... I usually just do a fresh thing and reset my options from hand. Not the BEST way to do it if you want to keep much of your "before refresh" stuff... I just don't care that much about it.
But (for example) I lose my Tray stuff if I don't put it back... meh thing here, I don't download much. If that matters to you, you can replace the new tray with your old one.
Saves, you can move old saves back over too, to continue playing where you left off. I DO keep those. Although I've deleted the game's autosave before, sometimes that causes problems. Generally (maybe always), the Autosave will be first on the list using Date sort, and your actual game will be second.
Your new /Mods folder SHOULD install with a new Resource.cfg file. About a third of the way down this page you can download a copy of a new one if you need it, though:
