addons/steam not working

I have Sims on the EA app, but my packs wont work. It tells me I need to 'manage on steam' but I cannot download them from steam without the base game from steam. I thought it would be fine, as I uninstalled the EA version but every single time I download the steam version, it stops at 99% and says content file locked. I've tried downloading and undownloading the sims and I'm going crazy. Please help, I have over 10 add-ons and I want to be able to play with them. (I recently moved from a laptop to my new pc)

Id appreciate any help. I've tried app recovery. I also don't want to lose the current save I've been playing on in the meantime if possible.

  • Rustybella​  You do need to play through Steam in order to access this content.  For this error, do you use a third-party antivirus, and if so, does it help to disable it temporarily while downloading the game?  As long as you don't do anything else at the same time, your computer should be safe, and you can reenable the AV when you're done.

    If that doesn't help, try downloading to a different location, a new folder you make for this express purpose.  The folder should be on the root level of your drive, for example C:\Games is fine, but not C:\Program Files\Games.  Here's how to change your Steam library location:
