City Living not downloading

I just bought the City Living expansion pack, the purchase went through and the money was taken from my account and everything, but on the EA library it still has the option to purchase the pack (which I have an EMAIL SAYING I OWN IT) and it won't download into my game. What's even weirder is that IN GAME it tells me that I DO own the City Living pack. So I don't know what's wrong with it anymore.
