Constantly crashing and flashing

JuicyPeachx3​  The Sims 4 errors in your dxdiag point to a component of the newest VC++ runtimes, so try uninstalling and reinstalling them.  Click Windows key-i, select Apps, scroll down to the Microsoft Visual C++ Redistributables, click on any version from 2015 or later, and select Uninstall.  Don't touch the older versions.  You can download the newest runtimes directly from Microsoft:

You'll need both the x86 and x64 versions of the 2015-2022 runtimes, but you can skip the ARM version, which is for a different class of device.  Restart your computer after installing and before trying to play.

Having said that, the issue you've described is common on HP gaming laptops with Intel processors.  There are a few known workarounds:

• Disable the Intel iGPU
• Put the laptop in night mode

None of these works for everyone, but something almost always does, so keep trying the workarounds until you find one that lets you play.
